Where is the best inexpensive place to settle down in Miami?

The projects. Like seriously, if you see anything less than 700 for an apartment you will more than likely be looking at the projects. Avoid overtown, liberty city, opa locka, and some parts of North Miami Beach. Locations east of 95 are good and you can find some cheap ones if you search really hard, but some might be basic.

The most affordable neighborhoods in Miami are down south: Kendall, Homestead or South Miami... they are farther but are still developed and in good condition. Hialeah is also a good option, but it may help to know Spanish, as most of the people who live there are first generation immigrants and do not know English.
