There is a library right near the most major intersection in Wingdale. At around the spot where County Route 21, Route 22 and Route 55 all converge, there is the Dover Public Library (also called the Dover Plains Library, despite the fact that it's in Wingdale). It seems to be a nice place and looks relatively updated, so it's worth a look.

I am under the impression that this is the only public library in the town of Dover; if it is not, feel free to correct me on this one, but I'm pretty sure I haven't seen any others, and definitely not in Wingdale.
