"run down street in desirable location"

I am most familiar with 23rd street in the Astoria area of Queens. Astoria is a pretty desirable neighborhood, so I expected this area to be nice too. It seemed safe, but was a little run down and not as cozy feeling, with fewer trees than you find in some other residential areas of Queens. There are quite a few apartments in this area, not a lot of restaurants or shops, some businesses/offices.
