Traffic in NYC is absolutely horrendous! Is there anything being done about the realy really bad state of traffic?

I love cycling in the city - it's my favorite way to get around in decent weather...Although NYC isn't as bicycle-able as many other cities! The subway is depressing but fast, and buses are scenic but slow...

Is the traffic just as bad? Did it get worse with the Sandy (with closed parts of the city, etc?)
